The criteria used to assess sites suggested by potential developers is by definition blinkered and falls short in relation to sites 32 and 33 next to the settlement around Kerne Bridge.
The extension of this settlement eastwards, outside the existing justifiable boundary, prejudices a vital area of the AONB extending from the present boundary to the Forest of Dean.
The development of CATS started this process but there were special circumstances relating to that decision as regards reducing traffic flows with the B4234 junction. This parkland gap has also been prejudiced by the unlawfully authorised development of a 25-bed EMI unit to the east of the extended Hazelhurst Nursing home.
However, the development of sites such as 32 and 33 would represent a deliberate abandonment of the existing eastern boundary of the settlement. Any justification for the development of these sites would be equally applicable to further development between and around these sites up to and including the grounds of Hazelhurst which would therefore be impossible to refuse.
