Parish Councils contract a Lengthsman to carry out maintenance work. Here is the contract between Walford Parish Council and its lengthsman Terry Griffiths Contracts Ltd:

This can be keeping footpaths clear for walkers, replacing broken stiles, or minor works on C and U roads mainly drainage work clearing grips, gullies and drains to keep water off the roads to prevent damage to the road surface.
Funds are currently made available to parish councils by Herefordshire Council to help with this work. Attached is the Walford Parish Council agreement with Herefordshire Council for 2024-25 and the parish maintenance plan.

When looking through this document you will see that in the scope of works covered by the agreement the section on pothole filling has been struck out. Walford Parish Council considers that maintenance of road surfaces themselves is the responsibility of Herefordshire Council ( apart from major trunk roads which fall under National Highways control ). Potholes should be reported to Herefordshire Council and their teams should repair them.

Once reported the Locality Steward will inspect the site and if he agrees it is a defect it will be placed in a queue for a repair ( the time line for the repair may depend upon the severity of the pothole ! )
