Items on the agenda were questioned and responses given.
A point was made on declarations of interest and noted.
4. Roads
4.1 The Howle Hill HGV sign was discussed. The best possible position for the sign was identified as being one end of Church Lane there already being one at the other end. Cllr Smith to take forward in discussions with BB.
4.2 Leys Hill Junction. Bill Cansdale reported that the costs of the private consultation were rising to a point that they were becoming prohibitive. The Leys Hill Junction action group were still prepared to offer some financial input to the scheme but suggested that the best way forward was to work with the parish council towards a positive outcome. Bill Cansdale & Cllr Smith will therefore work together to find solutions and the costs thereof and research funding.
4.3 Cllr Newbert mentioned that Ward Cllr Watson had made an application on the behalf of Walford parish for a 20mph speed limit in the village and that this could possibly be extended to encompass the stretch of road by the canoe launch and the Leys Hill Junction.
4.4 Cllr Newbert mentioned that there is possible funding available for the Lottery grants for all scheme and she would look into this further and report back to Cllr Smith & Bill Cansdale.
4.5 Cllr Akers raised the issue of speeding of vehicles and ponies and carts on Bulls. Leys & Howle Hill and an increase in delivery vans. Cllr Newbert suggested that Cllr Smith to talk to Ian Connelly at the West Mercia ‘safer roads’ initiative regarding this and Cllr Jordan will talk to our community support officer to see if they have any suggestions as to possible solutions.
5. HHM. A brief progress report from Cllr Vine to inform the group that the project was currently Highways land it was agreed that this project be taken forward by the EWG.
6.Asset Register– Cllr Akers informed the group that council will need to do a re-valuation of the asset register and this would be on the next Finance Committee agenda.
7. Documentation & record keeping. Cllr Newbert reported that she had asked Charlie Baker to supply the clerk with copies of the permissions for work at the canoe launch when granted, for the parish records.
8. S106 Money. The opportunity to receive S106 development money was discussed. A wish list is required. The way best way forward with this needed to be looked at and suggestions for the wish list collated. Item to be added to July agenda.
The community Asset register also need to be looked at and compiled. Cllr Newbert suggested that parishioners could be consulted via the newsletter. Item to added to July agenda. Cllr van Lienden to take forward.

9. Canoe Launch
9.1 Covid 19. Charlie Baker had sent an informative email to Cllr Newbert with details of safety plan for handling the re-start of commercial canoeing. Cllr Newbert to send to the clerk for circulation.
9.2 Signage. The content of the information board was discussed. There was no requirement to leave any space for any safety notices. An unauthorised advertising board at the site was reported and Cllr Cole will remove and Cllr van Lienden contact the owner.
9.3. Toilets. Cllr van Lienden reported that there was currently no progress due to the covid emergency. Charlie Baker will take responsibility for the toilets and discussions with Bishopswood Village to come to an agreement and will report progress to Cllr Cole who will keep the council informed.
9.4 Risk Register. The abutment to be added to the risk register as it is not insured. It was suggested it be added as a low risk item. An assessment of the abutment is required to see if any repairs are required and Cllr Cole agreed to arrange this, Cllr Cole to report back.
9.5. Safety issues. The safety barrier by the canoe launch was considered necessary after discussion because of the concrete below.

9.8. Management plan. A management plan for the canoe launch was discussed for the out of season period, parish council responsibilities, the SSSI, future aspirations etc. Various aspects were discussed and a proposal will be put forward at the June Council meeting.
10. Public Participation
Cllr Evans stated that there needed to be a plan for the canoe launch when the site manager is not present. She also pointed out that the Ticket machine requires repairs to make it safe and that there was a safety issue with the water connection on the abutment which needs attention. Cllr Cole to action.
The use of the car park by agricultural machinery was discussed.
No progress on this item so far. Dave Berry suggested a survey of residents opinions on traffic calming measures and said he would be happy to help with this. Cllr Newbert to action.
